HH Sheikh Mohammed bin Rashid Al Maktoum, Vice President and Prime Minister of the UAE and Ruler of Dubai, has approved a new national framework for licensing higher education institutions, marking a major step toward strengthening the country’s academic standards and ensuring world class quality across universities and colleges.

A Unified System to Enhance Quality and Competitiveness

The newly approved framework establishes a comprehensive national system that governs the licensing, evaluation, and accreditation of higher education institutions operating in the UAE. The initiative aims to:
•    Ensure consistent academic quality across public and private universities
•    Align educational programs with national development priorities
•    Support the UAE’s vision of becoming a global hub for higher education
•    Strengthen oversight and accountability within the sector
Officials noted that the framework will help institutions meet international benchmarks while supporting innovation, research, and advanced learning environments.

Supporting the UAE’s Knowledge Driven Future

Sheikh Mohammed emphasized that education remains a cornerstone of the UAE’s progress, stating that the country’s future depends on strong, modern, and globally competitive universities capable of preparing graduates for emerging industries and national priorities.
The framework also supports the UAE’s broader strategy to attract top global universities, expand academic partnerships, and enhance the country’s reputation as a regional center for higher learning.

Implementation and Oversight

The Ministry of Education will oversee the implementation of the new licensing system, ensuring that institutions meet updated requirements related to:

•    Campus facilities
•    Governance and financial sustainability
Institutions will undergo periodic reviews to maintain their licenses and accreditation status.
